As you know, the rules also provide: <br />2.03.3(3)(c) <br />"Written comments regarding technical revisions may be submitted to the <br />Oivisipn within 10 days of the publication of the above notice." <br />The Technical Revision rule provides: <br />2.08.4 (6) (b) Technical Revision. <br />(i) An applicant for a technical revision shall place an advertisement in a local <br />newspaper pursuant to the requirements of 2.07.3(2), .... The applicant shall <br />make a copy of his or her complete application for the public to inspect and copy. <br />This shall be done by filing a copy of the application with the recorder at the <br />courthouse of the county closest to the operations, or if approved by the Division, <br />at another equivalent public office, if it is determined that the office will be more <br />accessible to local residents than the county courthouse. The public copy shall be <br />filed at the some time as the advertisement." [emphasis added]. <br />Sifting through all this, it seems to me that we have ten days from the publication of notice to <br />comment or object. The notice was published November 4, 2015 (see attached). Therefore it <br />would seem we would have until Monday, November 16 to submit our comments, if any. <br />We in general believe that more groundwater monitoring at this site is needed, and indeed are <br />surprised that it was not commenced long ago. <br />We would appreciate your confirming that we may submit any comments or observations on or <br />before November 16, 2015. <br />Sincerely, <br />Luke J.
