The intent of the drain system was to monitor progressive <br />flooding of the mine and associated water quality and to allow discharge of ground water in <br />the unlikely event that water levels were to reach the portal seals. Further evaluation <br />determined that the anticipated rate of mine flooding will be very slow, limiting the potential <br />effectiveness and value of the drain system. EFCI plugged and sealed the pipe according to <br />approved Minor Revision No. 52 (January 2004), and applicable requirements of Rule 4.07.3. <br />EFCI is responsible for the sealing and reclamation for all holes drilled by Dorchester and <br />Energy Fuels. These holes are identified as the "SF" and "SR" series in the drilling records, <br />and also includes monitoring well "MWNW" All of these drillholes, boreholes, and <br />monitoring wells are shown on Map 12. Documentation of approved transfer of ownership <br />for specific drill holes and monitoring wells in shown in Section 2.04.7 of the permit <br />application. <br />All open drill holes, boreholes, wells, or monitoring wells that exist at the mine site are shown <br />on Table I in this section. In order to establish an accurate inventory of open holes, EFCI <br />completed a field reconnaissance of all documented drill holes and wells during 2014 and <br />2015 to verify the status of sealing and reclamation. These holes were drilled by EFCI or its <br />predecessor, Dorchester Coal Company (Dorchester), in conjunction with the initial <br />exploration and active development of the mine and establishment of a groundwater <br />monitoring program. The open monitoring wells are no longer required for groundwater <br />monitoring according to approval of Technical Revision No. 43 (TR -43). <br />EFCI will seal all open drill holes. boreholes, wells, and monitoring wells which will not be <br />utilized in conjunction with post -mining land uses or that have been approved for transfer of <br />ownership and permanent retention. Since there are no known aquifers in the mine area, <br />permanent sealing of these holes will be performed in accordance with Rule 4.07.3(1). <br />Methods for sealing drill holes. boreholes and wells are discussed in permit Sections 2.02, <br />4.07, and as follows: <br />2.05.4-30 Revised 10128115 <br />MR -69 <br />
