A public notice for the proposed decision was published in the Delta <br />County on October 7, 2015 and October 14, 2015. The public notice initiated a thirty -day public comment <br />period from the final publication that parties having objections or concerns could submit their concerns to <br />the Division regarding the proposed bond release. No comments were received by the Division during the <br />public comment period. Day 30 fell on Friday, November 13, 2015.
