Compliance With Mine Plan N - Support Facilities Not On-site <br />N - Other N - Special Categories Of Mining <br />N - Processing Waste R - Topsoil <br />COMMENTS <br />This was a Special Focus Oversight Inspection at the Trapper Mine; C-1981-010, operated by Trapper Mining Inc. <br />The inspection was completed by Tabetha Lynch with the Colorado Division of Reclamation, Mining and Safety, <br />Christine Belka with USDOI Office of Surface Mining, and Jeremy Iliff, Archaeologist, Indian Programs Branch, <br />Program Support Division, Western Region of OSM. Graham Roberts with Trapper Mine was present during the <br />inspection. It was sunny with wind at the time of the inspection. <br />The Division evaluated TMI's implementation of historic and cultural resource protection plan for compliance <br />with Rule 2.04.4 and 2.05.6(4). This inspection included a visit to one site (5MF948) at Trapper eligible for listing <br />on the National register of Historic Places to ensure the plans were successfully implemented and that they will <br />continue to effectively protect the resource. <br />GENERAL MINE PLAN COMPLIANCE: <br />Based on a GPS point collected by the Division in December, 2014 the site (5MF948) will be <br />approximately 700 feet from the mining projected to occur in 2016 based on map M10a in the permit. Given the <br />current mining plan, flyrock and airblasts will not likely affect the site, however, ground vibration if blasts are <br />large enough may affect the sandstone upon which the petroglyphs are painted. Trapper installed a seismograph to <br />evaluate this potential and may need to limit the size of blasts while mining near the site (photos below). The <br />Division has previously addressed and requested updates to the permit (January 8, 2015 letter) to reflect correct <br />location, and protective measures. <br />SIGNS AND MARKERS — Rule 4.02: <br />Disturbance boundary markers were noted on East side of the active mining during the inspection. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Topsoil Stockpile G2-06 had been recently moved to the top of K -Pit.
