EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The West Taylor Fill was inspected from the base of the fill. No signs of erosion along the face was observed. The <br />fill remains stable with no slumping or other features of concern. The lower section of the fill is well vegetated. <br />FISH and WILDLIFE — Rule 4.18: <br />Elk was found throughout the mine. It was estimated that approximately over 100 head of elk were spotted with <br />the majority encountered along the eastern side of the mines permit boundary. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ponds PDI and PD2 were inspected. Both ponds held water while neither were discharges. No issues were <br />observed with either pond. The section of Prospect Ditch that reaches between PD1 and PD2 was walked and <br />inspected. Prospect Ditch was well armored with rip rap and no cutting was observed. It appears that maintenance <br />was performed along a contour ditch just upslope from PD1. No issues were encountered with the maintenance. <br />Both ponds EP 1 and EP2 held water with no discharge at the time of the inspection. Embankments of each pond <br />were stable and vegetated. Cutting was observed at the inlet of pond EPI. The gully was approximately 4 feet deep <br />and 2 feet wide. It was brought to Tony Tennyson's (of Colowyo) attention at the close out meeting of the <br />inspection for maintenance. Reach 2 between EPI and EP2 of the Final East Pit Ditch was inspected. The ditch <br />was stable with no cutting and was well armored with rip rap. <br />Pond NTEP1 was dry at the time of the inspection with no issues. <br />The Section 16 Pond held water with no discharge. Embankments were stable with some vegetation cover. It <br />appear that elk have been grazing in the area of the pond with elk present and hoof shear observed throughout the <br />embankments. The emergency spill way was armored and clear of debris. No issues were observed. <br />Pond construction was ongoing along the East Taylor Ditch. Grading of the pond has already occurred and <br />finishing touches around the pond are still to be done. <br />The West Pit Pond was dry. Maintenance crew cleaned the inlet section of the pond. No issues were observed. <br />East Taylor Pond was discharging at the time of the inspection. Visual inspection of the water was clear. Rough <br />measurements were gathered at pond's related flume. Flume measurements read approximately 0.03 which <br />correlates to 0.04 cubic feet per second of discharge for a 30" flume. <br />The West Taylor pond held water with no discharge. No issues observed. <br />Subcontracted crew was cleaning the Gossard Ponds at the time of the inspection. <br />
