1 Introduction <br />The Natural Soda LLC site-specific Sampling and Analysis Plan (SAP) is a companion document to <br />the Quality Assurance Project Plan (QAPP) (Appendix E). All policies and procedures specified in <br />the NS QAPP will be followed for the sampling and analysis activities. The purpose of the SAP is <br />to assist with groundwater aquifer characterization. NS is implementing this SAP to determine <br />the degree and extent of changes to groundwater conditions influenced by solution mining and <br />the plant facility operations. The plan describes specific sampling and analysis protocols that <br />are to be followed during groundwater sampling activities. These protocols are pursuant to the <br />technical requirements of the EPA policies and procedures. The groundwater sample collection <br />program includes the design and implementation of the proposed sampling, sample collection <br />and management, analytical methods, health and safety procedures, and quality assurance <br />goals. Qualitative data acquired during the sampling and analysis events will be utilized to <br />ensure groundwater quality. In addition, the data are used in the development and <br />implementation of remedial activities when deemed necessary by the BLM or the EPA. <br />The general vicinity of the NS Lease area and monitor well locations are shown in Appendix A, <br />Figure 1. Figure 2 in Appendix A shows the NS plant site and the monitoring wells located in <br />Section 26. <br />1.1 Project Organization and SAP Distribution <br />NS provides the administration for the SAP project. Daub & Associates, Inc. (Daub), located in <br />Grand Junction, CO, provides guidance for the specific water quality sampling and sample <br />analysis activities, which includes proper planning and implementation. In addition, Daub <br />provides quality assurance (QA), oversight, and review. NS or a qualified contractor will <br />conduct the sample collection as specified. Only an approved certified laboratory shall analyze <br />the samples. The SAP shall be distributed to all pertinent personnel—administrative, technical <br />and regulatory—involved with sampling and analysis activities. All pertinent personnel are <br />responsible for familiarity with the contents of the SAP. <br />2 Purpose and Scope <br />The purpose of the SAP is to provide a description of the media to be sampled, the work to be <br />performed, the action level that is necessary, and the Applicable or Relevant and Appropriate <br />Requirements (ARARs). This SAP pertains to groundwater sampling on the NS Lease. Included <br />in this plan are a summary of the sampling events, a list of sampling protocols, and the quality <br />assurance and quality control measures. Appendix A includes well location maps, and the <br />existing monitoring wells and sampling requirements table.
