No HGTI representative accompanied the <br />inspection. The Load out consists of a partially reclaimed loadout and a haul road. The Haul road links Routt <br />County Road 53 and Routt County Road 27. No coal is hauled on this road anymore, and local drivers regularly <br />use this road although it is a private road with signage restricting access. Routt County road and bridge <br />department grade the haul road. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The Truck loop pond held its usual shallow pool of water well below the discharge elevation of the riser. <br />There was no evidence that the pond had discharged recently. <br />The Rail loop pond was damp from recent precipitation but was not holding any water. <br />No problems were identified with either pond. <br />GENERAL MINE PLAN COMPLIANCE: <br />This inactive loadout was in good condition with no apparent vandalism or obvious trespassing concerns. <br />No problems were identified in the Load out or haul road permit boundaries. <br />ROADS — Rule 4.03 <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />The Tie -Across Haul Road (TAHR) was in good condition and had recently been graded. Previously SCC <br />personnel stated that Routt County Road & Bridge grades the TAHR.
