This was a special focus Office of Surface <br />Mining oversight inspection accompanied by OSM representatives Christine Belka and Jeremy Iliff of the Denver <br />Field Office. Scott Cowman of Seneca Coal Company represented the operator. The Special Focus topic of this <br />inspection was protection of historic and cultural resources. <br />The mine is a reclaimed surface mine. The mine is in fianl stages of reclamation with much of the reclaimed area <br />having acheived phase II bond release. Mining ceased in 2006. Activities on the mine site are limited to <br />reclamation maintenance, weed control, road maintenance, monitoring, and implementation of post -mining land <br />use -livestock grazing and large animal hunting. No mine personnel remain on the property. Mine records are <br />stored at the Peabody Sage Creek Mine office and at the Foidel Creek Mine office. Scott Cowman has recently <br />moved the majority of the mine files to the Foidel Creek Mine office. <br />The weather was cool and raining/snowing in the morning of the inspection, clearing to partly cloudy as the day <br />progressed. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />OSM personnel meet with the DRMS on 10/30/2015 in the Denver DRMS office to review mine records <br />regarding historic and cultural resources. It was determined that only one site was eligible for listing on the <br />National Historic Register. That site is RTI 18. <br />On 11/4/2015 the inspection began at the Foidel Creek Mine office, then commenced to the Mine site in the early <br />afternoon. <br />GENERAL MINE PLAN COMPLIANCE: <br />Site 118 consists of rock art on a Twentymile Sandstone cliff face. Close inspection of this site finds that <br />there has been some degree of vandalism at the site.
