October 28, 2015 C-1981-022/Elk Creek Mine LDS <br />GENERAL MINE PLAN COMPLIANCE: <br />TR -76 is in progress. The Division sent an initial adequacy review letter on October 23, Oxbow's response <br />to which was received by the Division on November 3. <br />MR -107 was submitted on October 22. The MR updates the permit with borehole reclamation <br />information, but also proposes the MSHA approved plan to cap and seal the vent shafts. The contractor, Rundle <br />Construction, was on site and ready to begin the work. <br />Both TR -76 and MR -107 are awaiting a final supervisor check before they are officially approved. <br />ROADS — Rule 4.03; Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />Roads were generally in good condition. The road from Hubbard Creek around the hillside to Bear Creek <br />was not inspected. Currently it is believed to be blocked by a locked gate which will need to be cut before access <br />is possible. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />DEMCO of Buffalo, NY, have been contracted to do the structure demolition at the Elk Creek mine. At <br />the time of the inspection they were in the process of cutting up the conveyor that had been damaged by fire.
