EFCI has purchased and maintained on -site 70 feet of 12 -inch PVC pipe to serve as <br />replacement pipe in the unlikely event of breakage due to Southfield operations. EFCI will <br />repair or replace appropriate sections of the water line which are clearly shown by the <br />monitoring program to have been damaged by subsidence resulting from Southfield mining <br />operations. EFCI will continue to work closely with the City of Florence in all aspects of these <br />monitoring and repair commitments. In addition. EFCI will cooperate where possible in <br />planning efforts for long -term water supply for the City of Florence. <br />Potential material damage to the Thompson well could involve breakage of any existing <br />well casing or caving of the borehole due to Southfield mining activities. As previously <br />mentioned, no pre- survey of the structure was conducted to determine the condition of the <br />well. In addition, the well waterline was left broken and use of the well discontinued prior to <br />Southfield mine operations as documented on page 2.04.7 -12. A field survey of the well <br />would be necessary to determine if damage occurred due to mining operations, and to then <br />determine if mitigation measures are required consistent with applicable State law. <br />The Corley Company well (Permit No. 119459) in section 24, although undetermined, <br />could be potentially impacted by subsidence and subject to material damage or <br />diminution of reasonable use. As previously mentioned, no pre- survey of the structure <br />was conducted to determine the condition of the well, water level, quality, or yield. <br />In the event that Southfield mining operations can be shown to have adversely impacted the <br />well. EFCI will conduct required mitigation measures in agreement with the well owner and <br />in accordance with applicable State law. <br />Subsidence Surve <br />The subsidence survey section of the Subsidence Survey, Subsidence Monitoring, and <br />Subsidence Control Report prepared by RMG in 1983 applied to the active mining <br />phase of EFCI's operations and a reasonable period thereafter to validate subsidence <br />predictions. The RMG report covers all sections as specified by Rule 2.05.6(6). The <br />subsidence survey program developed by RMG is presented in Exhibit 23, Subsidence <br />Information. The survey plan details predicted subsidence, planned mining methods, <br />geologic properties, local mining experience relative to resulting subsidence, and a <br />2.05.6 -66 Revised: 9/2014 RN -06 <br />
