High inherent moisture levels, mixing of coarse and fine refuse, and <br />limited exposure area combine to protect refuse materials from wind loss <br />and prevent fugitive dust emissions. Additionally, the configuration of <br />the coal refuse stockpile with active working benches on the exposed west <br />side tends to further limit potential fugitive dust emissions. <br />The only other potential sources of fugitive dust emissions are the mine <br />roads, topsoil removal and stockpile areas, and employee parking areas. <br />As necessary, roads and employee parking areas are treated with a non- <br />toxic dust suppressant and binder which effectively controls fugitive dust <br />emissions from these areas. EFCI also utilizes mine water trucks on both <br />haul roads and in topsoil removal areas as necessary to control fugitive <br />dust emissions during relatively dry periods. For these areas, mine water <br />trucks are typically utilized to wet operating surfaces approximately two <br />(2) to three (3) times per shift during dry periods when dust emissions <br />may be significant. <br />It should be noted that all mine roads have been constructed to ensure <br />long term stability and provide for efficient haulage operations. Roads <br />are constructed, surfaced, and maintained to assure adequate drainage and <br />provide smooth, stable operating surfaces. Maintenance practices include <br />use of motor graders to remove any coal, rocks, mud, or other debris from <br />these surfaces. Smooth clean roads are essential to not only minimize <br />fugitive dust emissions, but also in order to allow efficient haulage. <br />Both as a safety and dust control practice, EFCI has posted and enforces <br />a speed limit of ten miles per hour on all mine roads. In addition to <br />posting, EFCI, during employee training and periodic operations safety <br />programs, encourages all employees to observe the speed limit. <br />As addressed in Section 2.05.3, Operation Plan - Permit Area, under the <br />subheading "Topsoil Handling ", EFCI has designed and located topsoil <br />stockpiles to minimize potential for wind erosion. During placement <br />operations, topsoil stockpile surfaces will be left in a roughened <br />condition. To further limit the potential for erosion, stockpile areas <br />will be temporarily revegetated if the stockpile is to remain in place for <br />periods exceeding approximately six (6) months.
