2.05.6 MITIGATION OF SURFACE COAL MINING OPERATION IMPACTS <br />EFCI specifically designed and conducted all mining and related operations to <br />minimize and effectively mitigate any potential adverse impacts in the areas of safety, <br />public health, and environmental values. The following sections address specific <br />mitigation measures for the following categories. <br />o Air pollution control plan <br />o Fish and wildlife plan <br />o Protection of hydrologic balance <br />o Protection of public parks and historic places <br />o Surface mining near underground mining <br />o Subsidence survey, subsidence monitoring and subsidence control plan <br />Air Pollution Control Plan <br />The status of the air emissions permits for the mine site and loadout had changed <br />since closure of the mine in 2000, and subsequent reclamation activities at both sites <br />through 2014. EFCI had subsequently terminated the five (5) air emission permits for the <br />mine site, and the two (2) air emission permits for the loadout discussed below. <br />EFCI previously held air emission permits issued by the Colorado Department of <br />Health -Air Pollution Control Division, covering mining, coal processing and related <br />activities at both the Southfield mine and loadout areas. These former permits are <br />presented in this application in Exhibit 4, Other Permits. <br />Dorchester originally obtained air emissions permits for a maximum production level of <br />500,000 clean tons of coal per year. This production limit was subsequently increased to <br />800,000 clean tons of coal per year or 1,400,000 tons of run of mine coal per year as <br />reflected by applicable emissions permits at the time. Given that EFCI planed to <br />produce a maximum of 550,000 clean tons of coal per year as described in Section <br />2.05.2, Operation Plan - Estimated Area for Life of Operation, existing air emissions <br />permits provided for a significant increment in both production and related particulate <br />emissions. This unused air emissions increment offerd some degree of operational <br />flexibility as well as a significant margin for compliance. <br />2.05.6 -1 Revised 8/1/14 RN -06 <br />
