(EFCI) is actively completing outstanding reclamation projects at the <br />Southfield Mine in order to satisfy approved reclamation obligations and to then seek bond <br />release for all successful reclamation. While the vast majority of the work is complete, open <br />drill holes and monitoring wells remain to be abandoned and reclaimed. <br />This request for a minor revision provides an updated list of open drill holes and monitoring <br />wells for which EFCI is currently liable to seal. EFCI previously submitted MR -63 <br />(approved 8/14/14) that included a list of known open drill holes and wells, and procedures <br />for abandonment of those open holes. Most of these holes were sealed in September 2014. <br />Field reconnaissance of all known drill holes for which EFCI is liable was completed in early <br />2015. The field work concluded that an additional 7 (seven) drill holes, not included in the <br />above list, were open and require abandonment and reclamation. <br />Information about abandonment procedures was provided in MR -63 as revised PAP pages in <br />Section 4.07, Sealing of Drilled Holes and Underground Openings. Similar information is <br />found in PAP Section 2.05.4, Sealing Mine Openings and Exploration or Other Boreholes. <br />This revision brings both permit sections into agreement with abandonment procedures <br />previously approved in MR -63. <br />EFCI recently received approval for transfer of ownership for one of the open drillholes for <br />use as a monitoring well. Applicable pages in Section 2.04-7 are revised to include this <br />drillhole along with supporting documents from the Division of Water Resources. <br />Permit materials for this revision include text pages for your review and approval.
