Compliance With Mine Plan - Support Facilities Not On-site <br />NN <br /> - Other - Special Categories Of Mining <br />NN <br /> - Processing Waste - Topsoil <br /> <br /> <br />COMMENTS <br /> <br />This was a bond release insepction of the of the Colowyo Mine conducted by Zach Trujillo of Colorado Division <br />of Reclamation, Mining and Safety (DRMS) on September 22, 2015. Colowyo Coal Company L.P. (Colowyo) <br />has requested a total of 189.6 acres diveded up between three pit locations for phase I bond release (SL-08). The <br />of Colowyo, Tom Medlin of the Office of Surface Mining (OSM) and Jennifer Maiolo of the Bureau of Land <br />Managaement (BLM) accompained the inspection. Representatives of the State Land Board were invited to the <br />inspection but declined due to the minimal amount of state land associated with the bond release. The weather was <br />clear and ground conditions were mostly dry. Temperatures for the day were around eighty degrees fahrenheit. <br />BACKFILL and GRADING Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The inspection was broken into seven different sections related to the areas being requested for phase I bond <br />released. <br />A base elevation point was taken at a known surveyed point located at the Administration Building. This point is <br />used to find the error difference in elevation between the GPS and the known surveyed point. This difference will <br />then be applied to all GPS elevation points taken during the inspection for an accurate reading. Predetermined <br />navigation points along transect lines were imported into the GPS and used to take on-site elevation readings. <br />The inspection began at Areas WP019 and WP020 located in the West Pit Reclamation. A total of seven <br />elevations points were taken along this area. The area was well graded and stable. Vegetation was thick and <br />mature with no signs of rills or gullies. Section B- Phase I Bond Release Areas (Map), <br />was inspected. <br />Area WP018 was inspected along Section A- <br />success as Areas WP019 and WP020. A total of three elevation points were located in WP018.
