October 20, 2015 C-1981-008/New Horizon Mine BFB <br /> <br /> <br />Pond 13 contained water and was discharging. On the south side of Pond 13 there were some weeds that need to <br />be treated: Russian olive, tamarisk and Canada thistle. The shrubs in front of the Pond 13 emergency spillway <br />need to be removed (photo 4). On the Pond 13 as-built drawing 2.05.3(3)-18, the parshall flume is supposed to be <br /> Tony Tennyson of Tri-State GT, verified in a phone call (October 29, 2015), <br />that all flow measurements have been calculated with - <br />built map. <br />ructions. The pond 9 outlet/discharge structure was in good <br />condition and the outlet pipes were free and clear of obstructions (photo 5). <br />The two rock-lined inlet structures to Pond 12 were in good condition. The outlet/discharge structures was also in <br />good condition. <br />GENERAL MINE PLAN COMPLIANCE: <br />The fuel storage area was well maintained and clear of debris (photo 6). There did not appear to be any <br />leaks or contamination outside the protective berm. <br />During the SL-15 Phase II bond release inspection, some low areas (potholes) on the Benson East property were <br />identified that do not drain irrigation water. WFC has proposed a plan to repair the potholes as follows: <br />1. Shallow potholes will have additional topsoil added. As per Rule 4.15.7(5)(d), leveling and reseeding is <br />considered a normal husbandry practice for alfalfa and grass hay cropland. These repairs will not re-set <br />the liability period. <br />2. Deeper potholes will have the existing topsoil pushed aside, bench 1 soil added and graded to fill in the <br />pothole, then the existing topsoil will be pushed back into place on top of the new bench 1 soil. The <br />repairs of these potholes will be of limited aerial extent and will not exceed five percent of the acreage <br />initially revegetated during any one year. The liability period for these areas will not be re-set as per Rule <br />4.15.7(5)(a). <br />The repairs that will be performed on the Benson East property are listed with acres disturbed, topsoil fill <br />volume, bench 1 fill volume and year of revegetation is attached at the end of this report. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />There were some knapweed plants in the C8 ditch by Pond 12.
