PERMIT #: M-1991-067 <br />INSPECTOR'S INITIALS: MAC <br />INSPECTION DATE: October 20, 2015 <br />OBSERVATIONS <br />The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety <br />(Division). The Operator was not present for the inspection. The Three Mile Site is located 9 miles northeast of <br />Harstel, Colorado in Park County. The site is permitted for 9 acres and the post -mining land use is pastureland. <br />The commodity of interest is peat. <br />The Division received a request for a full performance and financial warranty release from the Operator on <br />September 28, 2015. As required by Rule 4.17.2, the Division mailed notice of the release request on <br />September 29, 2015 to the Park County Commissioner, Teller -Park Conservation District and the State Board <br />of Land Commissioners. The Division did not receive comments from any of the noticed parties. The purpose <br />of the inspection was to verify that the Operator had completed reclamation of the Three Mile Site in <br />accordance with the approved Reclamation Plan and the Reclamation Performance Standards. <br />The last inspection of the site was conducted on May 28, 2014, during which the Division found that the <br />reclaimed area did not have an adequate cover of vegetation. The Operator did not perform any additional <br />reclamation since the last inspection; however, the vegetative cover in the reclaimed area has significantly <br />approved. The reclaimed area was mostly bare during the last inspection. During this inspection, the Division <br />observed a vegetative cover that was equal in extent to the surrounding area and capable of self -regeneration <br />without further aid from the Operator. <br />Based on the observations made during this inspection, the Division has determined that the Operator has <br />successfully completed reclamation of the Three Mile Site. Notice of the Division's decision regarding the <br />release request will be sent under separate cover. <br />This concluded the inspection. <br />Page 2 of 3 <br />
