Tri-State Generation and <br />Transmission Association, Inc. (Tri-State) is the parent to Western Fuels — Colorado. The <br />enclosed third quarter DMRs were submitted electronically through the EPA's NetDMR <br />program. <br />On July 15, 2015, a water sample of 1 I 1 mg/L TSS was collected from the primary <br />spillway discharge line at Outfall 001 (permit limits are 35 mg/L 30 -day average and 70 mg/L <br />daily max). The source of the flow was water from an irrigation pipe that transports water from <br />the San Miguel River to be used by local farmers for irrigation. The irrigation pipe has a control <br />valve to allow release of water prior to the next irrigation point in order to reduce the potential <br />for flooding of agricultural fields. This valve is adjacent to a public road and is accessible to the <br />general public, so Tri-State has no control over the use of the valve or over the quality of the <br />source water from the irrigation pipe. There was no discharge of any water from Outfall 001 in <br />association with any mining activities, and so the sample collected was not representative of a <br />regulated discharge as described in the permit, and ELG limitations do not apply. Therefore, this <br />sample result did not constitute a violation and we reported no discharge of regulated flow for <br />the third quarter of 2015. <br />In order to prevent future recurrence of this type of event, on 8/7/2015 the irrigation pipe <br />was re-routed so that flow from the relief valve will flow through roadside ditches and will no <br />longer flow through the primary spillway discharge line for Outfall 001. <br />AN EQUAL OPPORTUNITYIAFFIRMATIVE ACTION EMPLOYER CRAIG STATION ESCALANTE STATION NUCLA STATION <br />,/ P.O.
