The weather was cloudy, and the ground was muddy. Vince Massarotti accompanied the inspector in <br />the field; he checked a rain gauge onsite (at the shrub plot) that registered a recent rain total of 1.5 inches. Due to <br />the muddy conditions, access was limited. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />Fills 7, 8, and 9 were inspected. There were no signs of instability or erosion on the faces, however some <br />work is required in the side channels: <br />At Fill 7, the side channel on the east side contains a three-foot deep erosion feature. <br />At Fill 9, channels on both sides exhibit bare spots. Vince indicated that he has plans to work on the eastern <br />channel as well as a nearby contour ditch. <br />The problems in these channels should be physically repaired, or NECC should provide a written explanation <br />regarding why the repairs are not practical. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The following culverts were inspected and no problems were seen: C4, C6, C7, and C9. <br />The following ponds were inspected from above with binoculars: 6, 8, and 9A (northeast pond). They were all <br />holding water. Per Vince, Pond 6 was cleaned in 2014. No problems with the ponds were seen, but there has been <br />a large sediment load into Pond 6 as seen by the debris along the road and check dams directly above it.
