(12) There will be no unauthorized release of pollutants to the groundwater. <br />Fuels and lubricants for equipment will be self-contained in most cases. <br />Types will probably be diesel fuel, gasoline, lubricating oils, and engine <br />coolants. Volumes will be the tank sizes of the various equipments. An <br />onsite fuel and fluid storage area is contemplated. .Double wall tanks <br />and/or other secondary containment for site hazardous materials (such as <br />temporary fuel and lubricants for mobile process equipment) will be <br />constructed, Additional containment will generally consist of a bermed <br />enclosure of sufficient volume surrounding the temporary site fuel <br />storage/materials area and containers/tanks. The location of the temporary <br />enclosure will be in the "current at the time" operations area in pond <br />footprint(s). It is anticipated that several mobilizations of contract process <br />equipment will occur during the 5 to 15 years at the site. Some idle <br />equipment may remain stacked onsite between periods of operation. Other <br />than the bermed area, volumes of fuels and other lubricants and/or <br />hazardous materials, as previously stated, will be that volume contained <br />in the tanks and reservoirs of each separate equipment type. <br />All other applicable Rule 3: 3.1 Reclamation Performance Standards requirement <br />concerns for Surface Water, Groundwater, Wildlife, Topsoiling, and Revegetation <br />are explained in the appropriate "Exhibit" section of this application document. <br />There are no buildings, located within the proposed permit area. Process <br />equipment for crushing screening or asphalt production will be mobile and may <br />be stacked between uses. Some material stockpiling will be done at the site. <br />Stockpiles will be processed and or moved offsite as necessary and all remnant <br />stockpiles will be removed from the site at the end of the site operations unless <br />requested (or given permission) by the landowner that it remain. <br />There are no planned buildings or structures to be located within the proposed <br />permit area. Appropriate signage will be posted at the site access (at north gate to <br />access road -- the actual site/property entrance) indicating the name of the <br />operator, statement that a reclamation permit has been issued by the Colorado <br />Mined Land Reclamation Board, and permit number. The boundaries of the <br />affected area will be clearly delineated by steel posts and other appropriate <br />markers (Fencing). A lockable steel access gate will controls ingress and egress to <br />the site. <br />(d) Plans for topsoil segregation, preservation, replacement and revegetation.
