(c) A description of how the Reclamation Plan will be implemented to meet each <br />applicable requirement of Rule 3: Reclamation Performance Standards - <br />Section 3.1.1 through Section 3.1.5 <br />3.1.1 - Establishing Post -Mining Use: Post mine use will be for developed water <br />resource, pasture and improved wildlife habitat <br />3.1.2 - Reclaiming Substituted Land: There are no previously mined lands to be <br />substituted. <br />3.13 - Time Limit and Phased Reclamation: From 5 to 15 years or longer to mine <br />and reclaim the site. No Mine Phases will expose and mine aggregate as needed <br />and reclaim pond shorelines concurrently. Final reclamation of remaining 4 acres <br />(Access Gate area and some shoreline) will be completed at the end of all site <br />activities. Final site reclamation total area is 4 acres or less. <br />3.1.4 - Public Use: There will be no public use permitted at the proposed area of <br />operations before, during or subsequent to the completion of mining activities and <br />reclamation. The site is entirely on property owned by the applicant. <br />3.1.5 - Reclamation Measures - Materials Handling: <br />(1) Mining will proceed generally south and east from the pond #1 north end <br />and south and west from the pond #2 north end. The extraction/removal of <br />the gravel material using dozer (topsoil) and track excavator/dragline for <br />underlying aggregate. Excavated material will be moved via truck or <br />loader and be processed in either of the temporary operations areas located <br />within either pond footprint area. Concurrent reclamation, including <br />annual pond edge sloping -topsoil replacement and seeding, to be done as <br />mining progresses. Topsoil for pond edges will be stockpiled in perimeter <br />buffer (50 feet max.) All mined pond edge areas sloped 3:1 or less and <br />contoured and place topsoil across the final graded surfaces in minimum 8 <br />inches in thickness. <br />(2) Backfilling may be part of the reclamation plan. Remnant pit run and non <br />spec. reject and fines may be used to slope pond edges to provide irregular <br />shorelines and shallows in the ponds (will be covered with topsoil and <br />seeded etc...). Reject material may be used along with the topsoil cover to <br />slope the pond edges and provide an irregular shoreline and shallow water <br />areas. After re -sloping the pond edge areas and topsoil placement, the <br />perimeter road on each pond will be extended along the top/above the <br />pond edge. Pond footprint areas that will be used for material processing <br />and stockpiles will have topsoil stripped and stockpiled on excavation <br />perimeters. These areas will eventually be excavated and developed to <br />water surfaces as the pond water surface expands to planned pond(s) area <br />limits <br />WestWater Engineering APPENDIX C - 15 July 2012 <br />
