Cover material is placed on the three lower benches <br />that have been backfilled and graded to final configuration. The upper bench remains open for additional refuse <br />placement. Topsoil has been placed and erosion control mat is in place. <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7): <br />All roads in and around the facilities area and off-site locations were wet and muddy, but stable with no problems <br />noted. As noted in the Hydrologic Balance section of this report, roadside ditches and culverts have been cleaned <br />and were functioning as designed at the time of the inspection. <br />SUPPORT FACILITIES - Rule 4.04: <br />Facilities areas were stable with no issues noted. <br />Maintenance items identified during the last inspection: <br />- The southern edge of the B -Seam Portal pad was encroaching the boundary of disturbance with coaly material <br />and tubing that has rolled off the pad. This material is required to be removed and pulled back to ensure that it <br />remains within the area of approved disturbance. <br />BRL has removed all material that encroached to the edge of the disturbance boundary, repaired the B -Seam Portal <br />bench berm and installed the appropriate markers.
