The total vegetation cover for 2014 was 41.5%, consisting of 37.1% desirable species and 4.5% <br />noxious species. Perennial cool season grasses were the most abundant species and provided 24.0% <br />cover (smooth brome (9.2%), basin wildrye (6.6%), western wheatgrass (4.2%), Kentucky bluegrass <br />(2.0%) and bluebunch wheatgrass (2.0%)). Two forb species, sweetclover and field horsetail, <br />contributed 2.8% cover. Two shrub species, chokecherry and snowberry, contributed 2.8% cover. <br />The average production was 126.81 grams/meter or 1131 pounds/acre. <br />Completion of Final Inspection Required by Section 3.03.2(2) <br />The Division conducted a bond release inspection on June 8, 2015. The inspection was conducted <br />in accordance with Section 3.032(2) of the Regulations of the Colorado Mined Land Reclamation <br />Board for Coal Mining. The inspection focused on completion of reclamation work, success of <br />the work and erosional and slope stability of the reclaimed lands. <br />VII. Summary <br />The Sunlight Mine is a permit revocation/bond forfeiture site. Reclamation work was completed by <br />the Division's IMRP using the forfeited reclamation bond monies. None of the forfeited reclamation <br />bond remains to accomplish additional work at the site. At least ten years have passed following the <br />final reclamation and seeding of the site. The reclaimed vegetation has established a self-sustaining <br />community that supports the post -mining land use of rangeland and wildlife habitat. No comments <br />were received from the landowners. No one from the public other than the landowners' <br />representative attended the final inspection. <br />VIII. Proposed Decision <br />The Division finds that all surface coal mining reclamation operations have been completed in <br />accordance with the approved reclamation plan and meet all requirements of the Rules and the Act, to <br />the extent possible considering the revoked nature of the permit. The site has successfully achieved the <br />post -mining land use of rangeland and wildlife habitat. Based on the findings set forth above, the <br />Division proposes to terminate jurisdiction at the Sunlight Mine. This proposed decision would <br />terminate all of the Division of Reclamation Mining and Safety's involvement for the permit area of the <br />Sunlight Mine. <br />Any person with a valid legal interest, which might be adversely affected by this proposed decision, <br />may request a formal public hearing before the Mined Land Reclamation Board in accordance with <br />Section 3.03.2(6). Public notice of this proposed decision will be published twice in the Glenwood <br />Springs Post Independent for two weeks as soon as possible. Requests for public hearing must be <br />submitted to the Division in writing within thirty days of the first publication in the Glenwood Springs <br />7 <br />
