Part of this inspection covered the <br />backfilling and grading for the bond release application SL -08. Marry Stearns and Kurtis Blunt representing <br />Colowyo Coal Company (Colowyo) accompained the inspection. Please see The weather was clear and ground <br />conditions were mostly dry. Temperatures for the day were around eighty degrees fahrenheit. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />All records are kept on site at the Colowyo Mine's office building with. Records were inspected for compliance <br />following the field inspection on September 21, 2015. Please see the Division's Availability of Records checklist <br />at the end of this inspection report for more detailed information. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />Backfill and grading was inspected at the East Pit reclamation. It should be noted that these rills were documented <br />in the September 10, 2015 inspection report incorrectly as the West Taylor Fill. No additional cutting was <br />observed. The Division will continue to inspect the rills to ensure rills continue to selfheal as the area matures. No <br />issues were observed. This area was also inspected as part of Colowyo's SL -08 application. <br />The West Pit Reclamation Area was inspected for backfill and grading. The area is well vegetated and generally <br />more mature. No signs of erosion, rills or gullies were observed in this area. No issues were observed. This area <br />was also inspected as part of Colowyo's SL -08 application. <br />Grading was inspected along the eastern side of the South Taylor area as requested by SL -08.
