September 21, 2015 C-1981-019/Colowyo Coal Mine ZTT <br />Backfill and grading was also inspected at the West Taylor Fill for SL -08. The forth section of slope along the fill <br />as well as outer section of the natural slope was the areas inspected. Backfill was stable with no signs of erosoion <br />present. No issues were observed. <br />For additional comments and details regarding backfill and grading, please refer to the Division's inspection report <br />for the phase I bond release application, SL -08. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />As part of the SL -08 application, a section of the Gulch A Ditch was inspected. The section of ditch is <br />approximately half way through the reconstructed channel and is roughly 3000' in width. Measurements of the <br />trapezoidal ditch were taken at three different locations which included the width at the base of the channel, width <br />at the top of the channel and total depth of the channel. The ditch was armored with rip rap and no cutting was <br />observed. Please refer to the Division's inspection report for SL -08 for additional details. <br />Both loadout sedimentation ponds were inspected. Each held water with no discharge. The pond embankments <br />were stable and vegetated. The final discharge flume was inspected. The ditch leading up to the discharge point as <br />well as the flume were clear of obstructions with no issues observed. <br />Prospect Pond held water with no discharge. Embankments were very well vegetated and stable. Primary and <br />emergency spillways were clear of obstructions with no issues observed. As noted in earlier inspections reports, <br />the valve at the inlet of the primary spillway has a minor leak. Minimal amounts of water was being discharged <br />from the outlet and was being absorbed through the ground approximately 6 inches past the outlet.
