(N WCC)
on October 12, 2015. The report covers the Third quarter, 2015 monitoring period. The site was
inspected on September 30, 2015. Compaction tests were conducted on September 28, 2015. The report
appears to be in compliance with CDRMS Regulations 4.09.1(11) and 4.10.2(2), unless noted below.
The report was stamped by Brian Len a Colorado Registered Professional Engineer. The report was
received within two weeks after the inspection was conducted. According to the report, the upper haul
road to Areas 2, 3, and 4 of the refuse piles were accessible during the inspection. Based on the report,
NWCC did not observe any signs of instability, structural weakness or hazardous conditions at the pile.
Continued construction of the underdrain did not appear to have been conducted this quarter. Color
photographs of the underdrain were included with the report. The seepage area at the toe of the northeast
end of the refuse pile expansion area was inspected. The seep was flowing, no signs of washout, slumps
or slope instabilities were observed.
Three piezometers (RW#1, 42 and #3) were monitored monthly during this quarter. The report indicates
refuse coal was being stockpiled and compacted at the time of the September 30, 2015 site inspection.
Six compaction tests were taken during this quarter and all tests taken met the minimum compaction
requirement of 90% of the maximum standard Proctor density according to the report.
If you have any questions feel free to contact me at (303) 866-3567, extension 8120.
Sincerely,
C
Jared Ebert
Environmental Protection Specialist
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http://mining.state.co.us
John W.
