For species diversity success: <br />Total cool -season grass species will have relative cover >0.5% with a minimum of two species <br />observed in the reclamation. <br />Total warm -season grass species will have relative cover >0.5% with a minimum of two species <br />observed in the reclamation. <br />Total perennial forb and suffrutescent (sub -shrub) species will have relative cover >0.5% with a <br />minimum of two species observed in the reclamation. <br />No reclaimed area shall have any single species that exceeds 70% relative cover, with the exception <br />of annual grass. The annual grass component shall not exceed 70% relative cover unless the annual <br />grass component in the corresponding reference area also exceeds 70%. If annual grass exceeds 70% <br />in the reference area, annual grass component in the reclaimed area shall not exceed the relative cover <br />of the annual grass relative cover in the reference area by more than 5%. <br />For 2011 Shadscale Bond Release Block sampling results: <br />Perennial cool season grass relative cover was 12.7%. <br />Perennial warm season grass relative cover was 5.3%. <br />Forb & Sub -shrub relative cover was 10.8%. <br />No one species exceeded 70% relative cover. <br />The Division finds that the Shadscale Bond Release Block is successful for species Diversity for 2011. <br />For 2012 Shadscale Bond Release Block sampling results: <br />Perennial cool season grass relative cover was 15.5%. <br />Perennial warm season grass relative cover was 7.0%. <br />Forb & Sub -shrub relative cover was 21.6%. <br />No one species exceeded 70% relative cover. <br />The Division finds that the Shadscale Bond Release Block is successful for species Diversity for 2012. <br />Of note, both Greasewood Reference area and Shadscale reference area exceeded 70% relative cover <br />for Cheatgrass in both 2011 and 2012. Neither the Greasewood bond release block nor the Shadscale <br />bond release block measured any one species in excess of 70% relative cover for either year of <br />sampling. <br />The Division finds that all vegetative success standards, as approved in the Roadside permit, have <br />been met for The Greasewood Bond Release Block and Shadscale Bond Release for 2011 and 2012. <br />The Division concurs with the findings made by Cedar Creek; however, as previously discussed, one <br />small area will be disallowed for Phase III bond release due to vegetation -related concerns. 0.5 acres <br />at reclaimed Pond 7 are bare and lack of desirable vegetation. This excluded acreage is shown on <br />Attachment 5. An additional 8 acres is being disallowed from Phase III bond release due to a pending <br />hydrologic and subsidence related impact investigation as described in greater detail below.
