OTHER <br />The South Lease Exploration area (Item #1 on Attachment 2) is located entirely on Bureau of Land <br />Management (BLM) land and consists of ten exploration drill holes. The disturbance associated with <br />the drill holes includes drill pads and access roads. The drill hole sites are shown on Bond Release <br />Exhibit SL -08 and are identified as PCC -01 through PCC -10. SCC submitted a 1985 drill hole <br />abandonment report to the Division in accordance with Rule 4.07.3. Four acres of drill pads & access <br />roads to drill holes PCC -04 through PCC -10 were reclaimed and seeded in the fall of 1985. Three <br />acres of drill pads & access roads to drill holes PCC -01 through PCC -03 and the access road from <br />Colorado Ute power line to PCC -09 turnoff were reclaimed and seeded in the spring of 1986. Phase <br />I bond release on these acres was approved in August 2003 with SL -2. <br />SCC applied for Phase II and III bond release for these drill hole locations with the SL -8 application. <br />Access to these sites is very difficult and due to the recent storms through the area, the roads were <br />heavily rutted and Cottonwood Creek was deemed impassable at the time of the bond release <br />inspection. Only three of the ten drill hole exploration sites were accessible. These included PCC - <br />04, PCC -05, and PCC -01. Photographs of the PCC -04 and PCC -01 reclaimed drill pads are shown <br />in Photograph No's 16 and 17. The access road to PCC -05 is shown in Photograph No. 18. The <br />reclamation looked very good at each of these three locations that were accessible and no problems <br />were noted. The Division made an attempt to fly over and obtain aerial photographs of the remaining <br />locations but due to equipment malfunction the photographs were never obtained. More importantly, <br />the BLM has provided a letter to the Division and SCC indicating that they are satisfied with the <br />reclamation and request that no additional traffic to these areas be permitted. The BLM letter stating <br />that the reclamation requirements for the South Lease Exploration area have been satisfied is provided <br />as Attachment 6. The South Lease Exploration area meets requirements for Phase II and III bond <br />release. <br />PROCESSING WASTE <br />Three refuse piles Cameo Refuse Disposal Area 1 (CRDA-1), Cameo Refuse Disposal Area 2 <br />(CRDA-2) and Roadside South Refuse Disposal Area (RSRDA) were constructed over the life of the <br />mining operation. Significant backfill and grading was involved with the construction of the three <br />refuse piles. Phase I bond release was given for CRDA-1, CRDA-2, and RSRDA in 2003 with SL - <br />2. SCC has requested full Phase II and III bond release for these three refuse piles, with the exception <br />of the CRDA-1 access road and 1.0 acre at CRDA-1 that was re -disturbed in 2009-2010. Each of the <br />three refuse piles is shown in attached Photographs 19, 20, and 21. As further described in Hydrologic <br />Balance and Revegetation portions of Section III, all three refuse piles meet the requirements for full <br />Phase II and III bond release, with the exceptions noted in this paragraph. <br />101_ <br />SCC has several permanent roads that have been approved in Appendix A14-5. These roads as <br />described below are being requested for full Phase I, II, and III bond release. Haul Roads No 4 and 5 <br />are requested for Full Phase I, II, and III. They are referenced in the bond release application as Haul <br />Roads CRDA 1, 2, and 3 (see Item #8 of Attachment 2 of this report). They have been approved as <br />permanent roads and will not be reclaimed. Haul Road 4 is the main Coal Creek access and has BLM <br />Page 14 <br />
