SCC is applying for Phase II and III bond release for this channel with SL -8. The channel appeared <br />to be built to the minimum design specifications, however; establishment of mature Tamarisk was <br />observed within the open channel. The design details indicate a channel with a width of <br />approximately 35 feet. However, with the encroachment of this vegetation, the channel was less than <br />that in some stretches. In other sections, particularly where the berms have been built up with <br />sediment removed from the channel bottom, the channel widths were much greater. The entire length <br />and width of the permanent channel was going to be disallowed from Phase III bond release due to <br />the excessive growth of Tamarisk following the bond release inspection. However, SCC <br />subsequently implemented plans for treatment (known as the cut -stump method) of Tamarisk, <br />discussed in Volume 5, pages 14-17 and 18, of the PAP. DRMS verified during an inspection <br />conducted on October 27, 2014 that this treatment had been successfully implemented. The Division <br />will now approve Phase II and Phase III bond release for this 1.3 acre permanent channel. <br />North Decline- Pond 7 (0.5 acres excluded) <br />The location of reclaimed Pond 7 (Photograph No. 8) is stable with no significant erosion occurring; <br />however, the vegetation is sparse and there is a substantial amount of Halogeton present at this <br />location. The footprint of reclaimed Pond 7 will be disallowed for Phase III bond release due to the <br />lack of desirable vegetative cover and the fact that it does not blend well with surrounding undisturbed <br />area. SCC will re -seed Pond 7 during the fall of 2014. <br />Attachment 5 shows all acreages disallowed for the SL -8 bond release. There are 8.5 disturbed acres <br />that will be withheld from Phase III release. There are 0.5 acres being withheld from Phase III because <br />of vegetation concerns. Pond 7 (0.5 acres) meets criteria for Phase II but lacks desirable vegetation <br />and does not blend well with the surrounding undisturbed area. Eight acres including 6.6 acres at the <br />North Decline, 1.1 acres at the Roadside Borrow area and .3 acres at B Substation are withheld from <br />Phase III release because they have been undermined and require further investigation due to the <br />potential for hydrologic communication between the surface and the underground workings. <br />The OSM and DRMS noted several isolated areas that require maintenance and repair as described <br />below. <br />2 West Portals <br />There are some minor rills forming at 2 West Portals (south) location where the silt fence had been <br />removed and there is sparse vegetation at 2 West Portals (north) location (see Photograph No's 10 <br />and 11). <br />Page 12 <br />
