COLORADO <br />Division of Reclamation, <br />Mining( and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />Interoffice Memorandum <br />October 14, 2015 <br />From: Leigh Simmons{ <br />To: Rob Zuber <br />Subject: Colowyo Mine (Permit No. C-1981-019) <br />PR -4, groundwater review <br />You requested that I review the material pertaining to groundwater submitted by Colowyo Coal <br />Company (CCC) with the PR -4 application. <br />I have the following adequacy review comments regarding PR -4: <br />Rule 2.04.5 — General Description of Hydrology and Geology <br />1. In Volume 1, on p2.04.5-1, "general area" is defined, in accordance with rule 1.04, as "that <br />topographic basin that surrounds the area to be mined during the life of the operation". <br />In paragraph 5 this definition is contradicted: "Additional drainages in the "general area". but <br />outside of the topographic basin..." Similarly confusing language is found in Volume 12 (Rule 2, <br />Page 9) and Volume 15 (Rule 2, Page 11). The Division recognizes that this is legacy text and is <br />not proposed to be revised with PR -04, but holds that it should be clarified. <br />Please amend the language in section 2.04.5 in Volumes 1,12 and 15 so that the use of <br />"general area" is consistent with its definition. <br />Rule 2.04.6 — Geology Description <br />2. In Volume 15, Rule 2, Page 12, stratigraphic cross sections are referred to (Figures 2.04.6-5A <br />through —H). The text states that the key to the location of these cross sections is given on Map <br />1013, however no cross section locations are shown on that map. Later, under the sub -heading <br />Stratigraphy, the text refers to Figures 2.04.6-5 Sheets 1 through 3. <br />The application submission contains two sheets with geologic cross-sections on, titled "Figure <br />2.04.6, Sheet 1 of 2" and "... Sheet 2 of 2". A note on these sheets refers to Map 1113 for cross- <br />section locations. <br />Please update the text to ensure it is consistent with the maps and figures submitted. Please <br />show the locations of all geologic cross-sections on Map 7A. If the same figures are to be used <br />in order to comply with rule 2.04.7 the cross section locations should also be shown on Map <br />1013. <br />3. The cross sections shown in Figure 2.04.6, Sheets 1 and 2 are drawn at a scale of 1" = 400' <br />(horizontal and vertical), with more than 70 stratigraphic layers.
