This letter also notifies the <br />permittee of the monitoring requirements associated with the Stormwater discharge permit for this facility. The Division refers permittees <br />to EPA's website for a guidance document for Stormwater monitoring and sampling (EPA 832-13-09-003, Industrial Stormwater Monitoring <br />and Sampling Guide, March 2009). Please review these materials closely. <br />Discharge Specific Information <br />Stormwater from the facility discharges to the Big Thompson River within Segment Big Thompson River of the South Platte River Sub -basin <br />COSPBT04c), found in the Classifications and Numeric Standards for the South Platte River Basin. laramie River Basin, Republican River <br />Basin, Smoky Hili River Basin (Regulation No. 38, effective 6/30/13). Segment COSPBT04c is Reviewable and classified for the following <br />beneficial uses: Aquatic Life (Class 2 Warm); Recreation (Class E, 5/1-10/15) (Class N, 10/16-4/30), and Agriculture. <br />Basis for Stormwater Discharge Monitoring <br />The Division has determined that the practice -based effluent limits (i.e., SWMP and BMP requirements) In the Stormwater discharge <br />permit are adequate to protect all water quality standards and meet any TMDL requirements applicable to stormwater discharges from <br />this facility. <br />However, as allowed by the stormwater discharge permit, the Division requires that the permittee sample stormwater discharges from <br />the industrial activities conducted at the facility to: 1) measure the effectiveness of the BM Ps implemented at the facility with respect to <br />removing pollutants from the discharge or meeting any applicable TMDL requirements and, 2) establish whether additional BMPs are <br />required for any other pollutants for which the receiving water is impaired. The enclosed permit certification provides the sampling <br />parameters for stormwater discharges from the facility. <br />If information becomes available that indicates the stormwater discharge permit does not protect all water quality standards or meet <br />applicable TMDL requirements, the Division may require an individual or alternate general permit coverage. The Division will use results <br />from the stormwater discharge monitoring as part of this determination. Refer to the next section below for additional information. <br />Benchmark Monitoring <br />The enclosed permit certification also requires benchmark monitoring of stormwater discharges from the facility to confirm that <br />protection of water quality is provided. The specific parameters and benchmark values applicable to such discharges are taken from the <br />EPA 2008 Multi -Sector General Permit (2008 MSGP) forSectorJ – Non -Metallic Mineral Mining and Dressing.
