(Tri-State), is the parent company to <br />Axial Basin Coal Company, which is the general partner to Colowyo Coal Company L.P. (Colowyo). <br />Therefore, Tri-State on behalf of Colowyo is submitting three (3) copies of MR -147 to Permit No. <br />C-1981-019. MR -147 revises the permit application package with disturbances that will occur within the <br />permitted mine boundary that are not related to Colowyo's mining operations. <br />Tri-State owns and operates a 345kV power line within the mine permit boundary. Tri-State is <br />required to have proper phase to ground clearance under the power line. Tri-State has identified two areas <br />that do not have proper phase to ground clearance, and they will be removing dirt under those phases to <br />achieve the clearances required. All disturbance activities will be contained within Tri -State's 150' right- <br />of-way, and no disturbance will be associated with Colowyo Mine or mining activities. Therefore, MR - <br />147 will document this disturbance within the permit application package to ensure proper documentation <br />is provided that this disturbance is not associated with Colowyo's mining activities. Colowyo will not be <br />required to permit and bond for this disturbance within the permit boundary as is typically required by <br />Rule 3.02.1(2). <br />Also included with this package are a revision application and a change of index sheet to ease <br />incorporation into the permit document.
