3.1.2 General Maps
The general maps included in this section are the surface control map(M1), subsurface control map (M2),
permit area map (M3) and the mine plan area map (M4). These general maps identify those areas that
Trapper Mining Inc. has the legal right to enter and those areas where mining and reclamation operations
will be performed.
The surface control map (M1) identifies Trapper Mining Inc.'s surface ownership and the surface lease
areas. Also, the surface owners of adjacent areas are shown. The sub-surface control map (M2)
identifies Trapper Mining Inc.'s federal, state, county and private coal leases. The sub-surface control
map also shows the mineral ownership(the lessors).
The permit area map (M3) shows premining topography. The permit area encompasses all mining and
reclamation areas, roads, impoundments, support facilities and other areas required for the mining,
reclamation and environmental monitoring operations. The mine plan area map (M4) shows by 5-year
blocks the areas which will be disturbed over the life of the mine. The timing and location of future 5-year
mining blocks may have to be adjusted as more detailed mine plans are developed for these areas and as
coal sales requirements dictate.
3.1.3 Pre-Permit Mining and Reclamation
The first documented mining within the mine plan area was conducted by Empire Energy Corporation, a
company without affiliations with Trapper Mining Inc. They are currently a wholly owned subsidiary of
Cyprus Coal Co. The company mined an area referred to as the Williams Fork Strip Pit No. 1. The
mining occurred during February, 1975, through October, 1975. The operation was a surface-coal mine
where scrapers, trucks, front end loaders and dragline were employed. Two coal seams, "P" and "Q"
seams (Trapper's"I"and "L" seams),were recovered to a maximum depth of 65 feet.
MAY 21 2013
3-8 i 1l;se $ e j} 0
