1.2.2 Permits and Licenses <br />Sections 1.2.2.1 and 1.2.2.2 present the permits and licenses required for coal mining and reclamation <br />operations for Trapper Mining Inc. and affiliate mines. <br />1.2.2.1 Trapper Mine <br />Field operations for Trapper Mine commenced in 1976. Trapper operated under a life of mine devel- <br />opment and extraction permit (No. 76-11A/C) approved by the Colorado Mined Land Reclamation Board <br />and an approved mine plan filed with the U.S. Geological Survey in 1976. In December 1982, the <br />Colorado Mined Land Reclamation Board approved a new mining and reclamation permit, C-81-010, for <br />Trapper's operations. On April 29, 1983, the Assistant Secretary for Energy and Minerals approved <br />Trapper's mining and reclamation plan and the Federal Office of Surface Mining issued permit CO -0013 <br />authorizing Trapper's mining and reclamation activities on federal coal leases C-07518 and C-25948 for a <br />period of five years. On December 31, 1987, Trapper's permit to mine coal was renewed with the <br />Colorado Mined Land Reclamation Division through December 31, 1992. Subsequent five-year renewal <br />approvals of Trapper's permit by the Colorado Division of Reclamation, Mining and Safety occurred on <br />January 19, 1993, on May 13, 1998, on June 30, 2003 and, most recently on January 1, 2008.
