The proposed technical revision of Morton Lakes Permit (M-2008- <br />082) will have no effect upon the approved reclamation plan nor will there <br />be any reclamation liability associated with the proposed relocation of the <br />primary access road as it is intended to serve as a permanent feature of the <br />property necessary to provide a permanent means of access to Morton Lakes <br />following the completion of reclamation. <br />RMCC has discussed the proposed access change with Weld County <br />planning staff which approved the proposed change of access as a "Minor <br />Amendment" to the existing Morton Lakes USR 1682. <br />The proposed Morton Lakes change of access was also reviewed by <br />the Colorado Department of Transportation who, like Weld County, support <br />the proposed change of access as a benefit to public health, safety and <br />welfare. <br />Based on the above, RMCC believes their proposed change of access <br />meets the Mined Land Reclamation Board's definition of a "Technical <br />Revision" as it will have no effect on the approved Reclamation Plan. <br />
