Excavation will be done in stages to limit the amount of gob exposed to the air. The first area to
be excavated will be the rip rap channel on the west side of the pile. Rock will be removed
before removing and cooling hot materials. Hot materials will be spread either on the adjacent
road, or on the open gob pile above and will be cooled by quenching, compaction, or suffocation,
or by other means.
After the rip rap channel has been addressed, operations will move east to the embankment. Top
soil will be removed before removing hot material.
Water drainage will report to existing Pond C.
Only those persons authorized by the operator, and who have an understanding of the procedure
to be used, shall be involved in the extinguishing operation. Requirements of CFR 77.1713 will
be followed.
After all hot material has been removed and cooled, the material will be returned and will be
compacted. After compaction is complete and tested, the area will be covered with top soil and
will be reseeded in accordance with the refuse pile plan.
The project is anticipated to take roughly two weeks to complete.
