The West Valley Fill Coal Refuse Facility (MSHA ID No. 1211 -CO -09-00294-02) has a surface <br />area of approximately 120 square feet in the upper northwest edge of the fill which exhibits signs <br />of warming. A coal oxidation smell, dead vegetation and elevated ground temperatures have <br />been discovered here. Neither smoke nor flame has been observed. In accordance with CFR <br />77.215 0), Oxbow Mining, LLC. submits the following plan, because once oxygen contacts the <br />warm material during remediation, combustion is possible. <br />Colorado Division of Reclamation, Mining and Safety has been notified and we are complying <br />with mitigation requirements. <br />Material will be excavated and removed from the warm area to address the heating before it <br />becomes a reportable fire. If a fire is not extinguished within 30 minutes, it will be reported as <br />required by CFR 50.2(h)(6). The warm area is on a bench, just below the existing access road, as <br />seen in Figure 1.
