COLORADO <br />Division of Reclamation, <br />Mining and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />October 6, 2015 <br />Holcim US Inc. <br />Attn: Michael Toelle <br />3500 State Hwy 120 <br />Florence CO 81226 <br />RE: File M1977-345; Boettcher Sandstone Quarry; Technical Revision 01 (TROD, DRMS <br />Request for Additional Information <br />Mr. Toelle: <br />The Division of Reclamation, Mining and Safety received the complete Technical Revision 01 <br />(TR01) request for the Boettcher Sandstone Quarry on October 5, 2015. The decision date for <br />this TR is currently November 4, 2015. DRMS has reviewed the request to change the <br />configuration of the final reclamation to allow for slopes steeper than 3:1 and to allow a bedrock <br />high -wall to remain on a portion of the site. The Division will need Holcim to provide additional <br />information before a decision can be issued on this revision request. <br />(1) Please provide a map or series of maps and/or cross sections showing the permit <br />boundary, the current site configuration, and a detailed conceptual plan for the proposed <br />final reclamation configuration for the site. <br />(2) DRMS may approve final reclamation slopes steeper than 3:1, but Holcim will need to <br />demonstrate that the proposed final configuration will be stable and not pose a safety <br />hazard to people or wildlife. Please provide additional information including, but not <br />limited to: length, height, composition of proposed remaining high -walls, proposed bench <br />widths, heights, and slopes, erosion prevention measures for steeper slopes, any proposed <br />safety measures for human and wildlife in the area of remaining high-wall(s). <br />(3) Has Holcim contacted the property owners and discussed this proposed revision? If so, <br />are the property owners in agreement? <br />The Division appreciates the attempt by Holcim to minimize new disturbances to preserve <br />existing vegetation, but must prioritize safety and long term stability of the site. Please submit <br />responses to these items to the Division in advance of the TR decision date of November 4, 2015. <br />If there are still outstanding deficiencies and the permittee has not requested additional time, in <br />writing, the Division must deny the request for revision.
