September 24, 2015 C-1981-008/New Horizon Mine BFB
On the northwest corner of the Morgan property, where it meets the Enstrom property and the BB Road, some rills
and gullies formed under the erosion waddles. Mr. Morgan repaired the rills and gullies with topsoil from the
stockpile and reset the erosion waddles.
REVEGETATION — Rule 4.15
Vegetative Cover; Timing:
Ms. Turner explained that there is salt in the soil which can inhibit the alfalfa growth but oats are more salt tolerant
and should not be effected. Some small areas of the field had a white crust on the soil which was explained to be
salt. In these areas with the white crust, the plant growth appeared to be stunted (photo 1). Ms. Turner said that
the field has been treated with sulfur which will control the soil salinity but will take a couple of years.
The irrigation pivots left deep tire tracks in the soil which have become water channels (photo 2). The water
travels in the tire tracks to the lowest point then flood small sections of the field. In these sections the vegetation
is yellow and sparse (photo 3). Through the middle of the field there is a section where some rills have formed
(photo 4). Mr. Morgan discovered that straw waddles placed in the wheel tracks slows the water and deposits the
sediment in the track without interfering with the irrigation pivot (photo 5). Mr. Morgan feels that the waddles in
the tracks is an adequate solution until the alfalfa is established well enough to control the water flow.
Overall there were very few weeds in the reclaimed areas of the field. Some noted species were common
purslane, buffalobur and redroot pigweed. The irrigated cropland reference area had significantly more common
purslane and redroot pigweed than the reclaimed area (photo 6).
DOCUMENTS RECEIVED: Letter from JoEllen Turner and Michael Morgan regarding the Morgan field
topography.
ENFORCEMENT ACTIONS/COMPLIANCE
No enforcement actions were initiated as a result of this inspection, nor are any pending.
Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year: 1
Page 3 of 4
