Dowe Flats Quarry Noxious Weed Management Plan <br />Overview <br />The Colorado Department of Agriculture (CDA), Colorado Division of Reclamation Mining and <br />Safety (DRMS), and Boulder County require all landowners to prevent the spread of State Listed <br />Noxious Weeds. CEMEX has implemented an aggressive integrated weed management (IWM) <br />program since 2004 and has received accolades from the Wildlife Habitat Council's Wildlife at <br />Work program for their program. This IWM Plan was developed in accordance with Section <br />3.1.10 (6) of the Mineral Rules and Regulations of the Colorado Mined Land Reclamation Board <br />for the Extraction of Construction Materials. <br />This IWM plan will be implemented for the management of noxious weed species on the <br />CEMEX Dowe Flats Quarry. Appropriate management actions will be implemented whenever <br />noxious weed species are observed on the property. Weed management must be applied and <br />evaluated over an extended period of time to be successful. Most successful weed management <br />programs require intensive input for several growing seasons, followed by continued long-term <br />efforts at variable levels of intensity. Basic steps in a weed management program include <br />identification of weed species, mapping and characterization of the weed problem, development <br />of management and prevention strategies, implementation of those strategies, and ongoing <br />monitoring to assess the effectiveness of efforts. Weed management efforts must occur in a <br />continuous cycle in order to be effective (Figure 1). The goals of CEMEX's IWM program are <br />to: <br />1) Identify and manage noxious weeds within both native and reclaimed areas; <br />2) Conduct pre- and post-treatment evaluations, and continue or modify treatment measures <br />as necessary; <br />3) Minimize the potential for transportation and importation of noxious weed species; and <br />4) Educate field personnel in order to encourage compliance with IWM program goals and <br />assist with identification and control efforts. <br />To prevent or minimize the infestation and spread of noxious weeds, periodic inspections of the <br />project area will evaluate presence or absence, degree of invasion, and the response of previous <br />treatments. Specific treatment methodologies and timetables will be developed based on species <br />of concern, location and extent of the infestation(s), and other pertinent factors. <br />This management plan was developed to prevent further spread of noxious weeds. CEMEX will <br />comply with CDA, DRMS, and Boulder County regulations through implementation of this plan. <br />Periodic reviews and updates to this plan will be completed as necessary to keep it current with <br />changing noxious weed control issues. <br />Habitat Management, Inc. 1 September 2015 <br />
