Peabod <br />1111 ENERGY <br />Twentymile Coal, LLC <br />29515 Routt County Road 27 <br />Oak Creek, CO 80467 <br />970.879.3800 <br />Mr. Jared Ebert October 2, 2015 <br />Colorado Division of Reclamation, Mining and Safety <br />1313 Sherman St., Room 215 <br />Denver, Colorado 80203 <br />303.866.3567 X8120 <br />Re: Minor Revision MR15-290, CRDA Soil Stockpile Relocation <br />Dear Mr. Ebert; <br />With this submittal, Twentymile Coal, LLC (TC) is requesting CDRMS approval of a Minor Revision <br />(MR15-290) to our existing approved Mining and Reclamation Permit, to relocate the existing Coal <br />Refuse Disposal Area (CRDA) Soil Stockpile to facilitate continuing expansion of the Refuse Disposal <br />Area and relocation of the haul road and eastern perimeter ditch. <br />The existing Soil Stockpile falls within the footprint of the active Refuse Disposal Area as it expands, <br />so the existing Stockpile will need to be moved at some point in the near future. TC has identified an <br />area just off the existing Refuse Haulroad that would be readily accessible and will result in a <br />relatively short haul for both stockpiling and replacement of the soil material, as shown on Figure <br />EX26D-Fl. The proposed new Soil Stockpile will be located on TC owned lands and includes <br />previously disturbed areas near the existing Weather Station (access road) and reclaimed spoil areas to <br />the northeast. <br />Given that it encompasses previous or existing disturbance areas, the new Soil Stockpile footprint does <br />not require any additional baseline characterization. Site preparation will be limited to construction of <br />a short access road segment from the existing Refuse Haulroad, minor grading of the existing disturbed <br />areas in the vicinity of the Weather Station, removal of soil and suitable cover material from any <br />portions of the reclaimed areas within the new Stockpile area footprint which need to be regraded, and <br />minor grading of the southern portion of the Stockpile area to establish a suitable stockpile foundation. <br />The proposed new Stockpile area drains to existing designed CRDA drainage structures, (RDA -5A and <br />RDA -7) so no additional drainage design or structures will be needed. It is anticipated that a berm, <br />sediment control material, and/or wattles will be placed on the downgradient side of the new Soil <br />Stockpile to limit sediment transport from the stockpile area in order to minimize ditch maintenance <br />requirements, and that the Stockpile (except for a limited active placement area) will be reseeded with <br />a temporary cover mixture to control erosion and sediment loss. <br />TC needs to strip additional soil and cover material this fall to allow relocation of the haul road and <br />eastern perimeter ditch next year, and provide for continued expansion of the active Refuse Disposal <br />Area. TC will place the soil material stripped this fall in the proposed new location, and then plans to <br />move the existing stockpiled soil material from its current location to the new Stockpile over the next <br />two years. It is anticipated that the new Soil Stockpile will remain in-place for several years, with <br />eventual use of the stockpiled soil material to reclaim the surface of the CRDA. <br />
