September 24, 2015 C-1980-007/West Elk Mine LDS <br />PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The preparation plant was not running at the time of the inspection although it was expected to start up <br />soon, as the longwall began on the new panel. <br />Refuse piles were stable. A piezometer and inclinometer had been placed in the RPEE, just above the <br />reclaimed slope, earlier in the year and was visible on the surface. Parts of the upper reclaimed slopes of the RPEE <br />had recently been covered with new blankets in order to protect the surface from erosion; straw wattles had also <br />been placed across the slope. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance 4.03.1(5) and <br />(6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />Roads around the lower part of the permit area were in good condition. More distant roads were not <br />inspected. <br />SLIDES and DAMAGE - Rule 4.12: <br />There was no evidence of any recent landslide activity.
