Box 670 <br />Hayden, CO 81639 <br />October 2, 2015 <br />Re: Yoast Mine, C1994-082, 2014 Annual Reclamation Report Review <br />Dear Mr. Cowman: <br />The Division has reviewed Seneca Coal Company's 2014 Annual Reclamation Report. <br />Previously, the Division sent SCC a review of the Yoast 2013 Annual Reclamation report <br />noting several discrepancies with the 2013 report. The Division's letter was dated <br />December 10, 2014. Please let me know if you need a copy of this referenced letter. <br />SCC has not replied to the Division's 2013 ARR review, so inconsistencies noted in the <br />2013 ARR, have been continued in the 2014 ARR report. <br />On February 10, 2015, SCC sent the Division a GIS file with a summary of all the <br />disturbed area parcels within the Yoast Permit. This file contains detail on parcel <br />number, year of seeding, bond relase status, sampling status, bond release block <br />identification and acreage of each parcel. SCC refined the database to assure that all <br />areas disturbed by SCC mining operations were accounted for, with no overlap or gaps <br />between the parcels. Using the GIS technology, SCC was able to provide a more <br />accurate map and accurate acreage data. <br />The Division's summary of the Division's review follows below: <br />Permit Acreage: 2318.3 acres (DRMS permit system) <br />Acreage Approved for Disturbance: 1019.0 acres (DRMS permit system) <br />2014 SCC report total disturbance: 850.5 acres (2013 total was 848.6 acres) <br />This correction of 1.9 acres is acceptable and represents a correction of 0.2% of the total disturbed <br />acreage. <br />Total acres backfilled and graded: 842.5acres <br />Acres topsoiled: 845 acres (SCC reports 2.5 acres topsoiled but not graded) <br />1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http://mining.state.co.us <br />John W.
