RE: NCIG Existing Haul Road Issues
Dear Peter:
As requested, I am responding to several issues raised by the MLRB in regards to the haul
road. These issues are as follows:
1. The main haul road to the mine site, which is referred to as Storm King Road,
acts as a drainage conveyance structure through the borrow ditches but, in no
way, is related to any sediment control. All drainage above culvert C2
identified on the NCEC preliminary mine grading plan is diverted to sediment
pond A.
•I 2. According to the original design drawings, [he maximum grade for the haul
road, referred to as Storm King Road, is 8%. Based upon information provided
to us, the roads were built according to the design drawings.
3. According to the original design drawings, the cut and fill slopes for the main
haul road, or Storm King Road, are 1,75:1. Based upon information provided
to us, the roads were built according to design drawings.
4. The haul road subgrade was constructed according to accepted design
standards. The subgrade was scarified and compacted to 95% of maximum
density. The subgrade consisted of Class 4 pit run material. The subgrade was
overlain with Class 6 road base. It is our opinion that the entrance road has an
adequate service life for the loads that will be encountered.
