4.4.2.11 Removal of Project Facilities <br />u <br />On-site equipment and materials have been removed with the exception of the main <br />access road, which will be retained in its entire width. Secondary roads to the portals <br />have been covered with topsoil and revegetated. The seed mix shown in Table 4.4-3b has <br />been applied for the revegetation. <br />The sediment pond will be restored to approximate original contours as shown on Figure <br />4.7-4. The first step in the pond reclamation process will be to demolish the concrete <br />splitter box, concrete spillway and culvert and place them in the bottom of the pond. The <br />culvert will be flattened and the concrete will be broken so no significant voids are <br />present in [he backfill. The riprap will also be placed in the bottom of [he pond. The next <br />step will be to backfill the pond. Material available for backfill includes the northwest <br />embankment and the topsoil pile storage area located southeast of the pond. Topsoil will <br />be spread on the surface on the reclaimed area. This topsoil will be obtained from the <br />stockpile located northwest of the sediment pond. The seed mix shown in Table 4.4-3a <br />will been applied for the revegetation. <br />These roads, even though vegetated, will remain for permanent access for the future <br />farming and ranching operation as well as for access to hunting grounds. They will <br />greatly facilitate the movement of livestock to and from the new grazing grounds. <br />4.5 Post Mining Land Use <br />All surface lands disturbed by mining and development activities (except previous <br />mining) will be restored to a condition that is capable of supporting and improving the <br />land use that has existed before the mining or to the newly designated land use. The land <br />use classification under Garfield County Zoning regulations is shown on Figure 3.1-4 <br />and is currently designated Agriculture/PUD. This land use includes azeas for grazing <br />lands, with wildlife habitat as secondary use, developed water resources, areas of steep <br />mountain shrub considered undeveloped land, some residential land use and areas for <br />cropped hay. <br />The landowner of the disturbed area has determined the immediate best use of the <br />reclaimed land will be agricultural purposes. It is, therefore, the intention of the final <br />reclamation plan to restore and improve, where possible and practical, the level of <br />usefulness of the lands as a result of the reclamation process. <br />NCIG -Coal Ridge # 1 4-63 <br />01/28/04 <br />
