September 22, 2015 C-1981-014/Southfield Mine RDZ <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> At the SAE at the former Newlin Creek Topsoil Stockpile no erosion, bare spots, or large weed patches <br />were seen. Small numbers of Mullein were seen, as were other plants that appear to be Russian thistle. <br />At the facilities/portal area, no large bare spots, erosion, or weed patches were seen, and there appears to be <br />excellent vegetative cover. The hillside near the gravel lot was inspected; the wattles do not require immediate <br />maintenance but should be continually monitored. The hillside appeared stable. <br />Mullein was observed in the portal area. The number of species was small in most areas (e.g., the Magpie <br />Diversion) but this plant was more prevalent near the southeast end of the truck tunnel. <br />Near the truck tunnel, the silt fence is in good shape but the wattles need maintenance. <br />The rill near the truck tunnel (discussed in previous reports) appears to be stable, and no problems were seen with <br />the check dams used to repair this erosion feature. The upper end of this feature is approximately 60 feet from the <br />sign on the road that says “bump.” <br />The RDA was inspected from the road/track along the toe, and the overall vegetation cover is excellent, and there <br />are no erosion features. Near Pond 4, the slump, which was identified in the June inspection, has been repaired by <br />EFCI. The hole has been filled and straw mats have been placed on the slump as well as the access area. A small <br />amount of additional work (installation of mats) is required to complete this repair. <br />The bare areas on the east side of the RDA (see June inspection) have also been repaired. Straw mats and loose <br />straw were seen on an area that is approximately 14 feet by 60 feet (within this larger area a small area was left <br />undisturbed by the repair activities). This area encompasses the bare spots as well as the access area. <br />Mullein was seen in the area near the subsidence repairs that are shown on Map 12 between the RDA and County <br />Road 15. <br />SUBSIDENCE – Rule 4.20: <br /> The subsidence repairs that are shown on Map 12 between the RDA and County Road 15 were inspected, <br />and the adjacent area was walked (over an approximately 500-foot radius). There were no signs of new <br />subsidence impacts, and no erosion or weed patches were seen (other than Mullein, as noted above). <br />SUPPORT FACILITIES - Rule 4.04: <br /> At the northwest end of the truck tunnel the shed has been demolished. At the time of the inspection, <br />EFCI had not completed removal of the debris. Per Al Weaver, another dumpster is needed. <br />The truck tunnel itself appears to be structurally sound, although it should be noted that the inspector is not a <br />structural engineer. <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 1 <br />38 <br />Page of <br />
