September 15, 2015 C-1981-035/King Coal Mine RAR <br />SIGNS AND MARKERS- RULE 4.02 <br />- Mine identification signs, permit boundary markers, and surface disturbance markers were installed <br />as required throughout the areas visited. <br />- Topsoil stockpile markers were clearly marked and easy to identify. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3) / 4.03.2(3); Drainage 4.03.1(4) / 4.03.2(4); Surfacing and Maintenance 4.03.1(5) <br />and (6) / 4.03.2(5) and (6); Reclamation 4.03.1(7) / 4.03.2(7): <br />- The main haul road at King II was in good condition with no dust being generated. <br />- The roads at the King I and II areas were in good condition with the exception of some rills <br />forming on the road approaching the King 1 refuse pile. The recent rain may have set this off and <br />grading would most likely take care of the issue. <br />SUPPORT FACILITIES- Rule 4.04: <br />- The coal at stack tubes #I and #2 were contained in the designated areas. <br />- During the inspection a number of highway haul trucks were loaded. <br />HYDROLOGIC BALANCE- Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Groundwater Monitoring 4.05.13; Surface Water <br />Monitoring 4.05.13; Drainage Acid and toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream <br />Buffer Zones 4.05.18: <br />- Both the West and the East Sediment ponds at the King I impounded a small amount of water. <br />(Photos 12 and 13). There was no discharge from these ponds, inlets and outlets were clear. <br />- The sediment pond at King II was impounding a small amount of water. There was no discharge. <br />- Siltation structures and silt fences at King I appeared to be functioning adequately (Photo 5). <br />- The King II East and West Clearwater Ditches were clear of obstructions and showed no signs of <br />erosion. <br />- The King 1 Clear Water Ditch appeared to be functioning adequately. <br />- Culverts at King II appeared to be functioning adequately with the exception of the following <br />maintenance items: <br />o C16 (Photo 1), C15, and both C5 inlet (at ditch ID4 ) and outlet should be cleaned out before <br />next inspection and in anticipation of fall and winter precipitation events. C6 may also need <br />maintenance as there was some dry vegetation deposited. <br />o Photo 2: This culvert tees into C 17 transferring drainage from the portal. It does not appear to <br />be identified on the map. Please call out on Map 007 and clean out recent debris. <br />o Photo 3: Culvert C14 appears collapsed and pipes are running in ditch ID 1C. <br />TOPSOIL- Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />- The sediment pond embankment, topsoil stockpiles at King II were well vegetated, appearing well <br />protected from erosion caused by wind and water. <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: I <br />Page 4 of 12 <br />
