PERMIT #: M-1998-034 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: September 16, 2015 <br />OBSERVATIONS <br />The Parshall Pit was inspected by Peter Hays with the Division of Reclamation, Mining and Safety <br />(Division/DRMS) as part of the Division's monitoring inspection program. Mr. Cody Docheff and Mrs. Suzanne <br />Docheff with Mountain Parks Concrete, Inc. were present during the inspection. The site was previously <br />inspected by the Division on August 19, 2010 for the required conversion application pre -operational <br />inspection. The last monitoring inspection of the site occurred on August 14, 2006. <br />The site is permitted for 42.69 acres with 22 acres of maximum allowed disturbance at one time. All mining <br />disturbance was within the limits of Phase 1 and was accurately depicted in the 2015 annual report. The site <br />was active during the inspection. Sand was being imported to be washed at the site. The washed sand is <br />transported to the concrete batch plant located in Granby, CO. The wash fines from the clarification plant are <br />stored temporarily along the south boundary of Phase 1 to allow the material to dry out. The dried material is <br />stockpiled along the west boundary of Phase 2 for future reclamation use. The approved mine plan requires <br />the Operator to mine the perimeter slopes at the final 3H:1V, except the shared boundary with Grand County, <br />which will be mined in 20 foot benches. This will allow both mining operations to lower the boundary line as <br />mining proceeds and eventually daylight both sites along the shared boundary. A 10 foot offset from the top <br />of the final slope is required on the east boundary line which boarders the Shaw property. Mining activity will <br />proceed to the north from the current location before continuing to the east. <br />The approved post mining land use for the site is rangeland. No reclamation activities have begun at the site. <br />No noxious weeds were observed during the inspection. The Operator is controlling weeds at the site as <br />indicated in the 2015 annual report. Overburden and topsoil stockpiles were observed along the western <br />boundary of both mining phases. A recently salvaged stockpile of topsoil was observed in the northwest <br />corner of the mining disturbance. The topsoil was stripped ahead of the highwall moving to the north in Phase <br />The topsoil and overburden stockpiles were well vegetated and stable. <br />The mine sign and boundary markers were observed as required by Rule 3.1.12. The permit boundary is <br />delineated by fence line on all sides. <br />The Division currently holds a financial warranty in the amount of $80,400, which is adequate to reclaim the <br />site based on this inspection. <br />Photographs taken during the inspection are attached.
