TWENTYMILE COAL, LLC - FOIDEL CREEK MINE (C-82-056) <br />MINOR REVISION MR15-289,10E EMERGENCY AIR BOREHOLE <br />TECHNICAL ADEQUACY RESPONSES (09/16/15) <br />1) Revised page 2.04-9.1 is currently being revised with MR287. Given that the decision date for <br />MR287 and MR289 is the same date and to avoid confusion; please revise this page to include the <br />text from both revisions. Specifically, the section regarding the WCR Coal Coreholes currently <br />does not match the text submitted with MR287. Please revise this page to include this information. <br />Response: The referenced page has been reviewed and revised to incorporate the currently approved <br />permit text, however, given that approval of MR287 will require completion of supplemental cultural <br />resources work, approval may be delayed, so the revised page only references MR289. Copies of the <br />revised pages are provided with these responses for replacement in the PAP. <br />2) Proposed revised page 2.05-45.28 indicates the Cultural Resource Survey for the proposed activity <br />is located in Exhibit 6T. However, as this survey also included portions of the MR287 disturbed <br />area, TC indicated with MR287 that this survey would be placed in Exhibit 6L. Please revise this <br />page to indicate this survey will be placed in Exhibit 6L. <br />Response: The referenced page and Table of Contents have been reviewed and revised to correct the <br />exhibit reference. Copies of the revised pages are provided with these responses for replacement in the <br />PAP. <br />3) Revised pages 2.05-45.28 and 2.05-84.13 indicate I foot of soil material will be salvaged from the <br />borehole pad, and that a maximum of approximately 1,500 cubic yards of soil will be recovered. <br />Exhibit 53-M6 and M7 maps indicate the borehole pad area is 1.2 acres. Given this, the Division <br />estimates about 1,900 cubic yards of soil should be recovered. Please revise these pages to <br />increase the estimated amount of soil to be recovered. Also, please revise Table 49A. <br />Response: The referenced pages and table have been reviewed and revised to reflect the increased soil <br />salvage volume. Copies of the revised pages and table are provided with these responses for <br />replacement in the PAP. <br />4) Please depict the upgradient diversion ditch to be installed on the north and east side of the pad on <br />the Exhibit 53-M6 and M7 maps submitted. <br />Response: The referenced ditch will be at the toe of the fill slope, and will actually be on the North <br />and west side of the pad. The corresponding text has been revised to reflect this correction, and the <br />referenced maps have been updated to show the ditch location. Copies of the revised page and maps <br />are provided with these responses for replacement in the PAP. <br />5) Enclosed is a copy of the reclamation cost estimate the Division conducted for this proposed <br />project. Please acknowledge if TC concurs with the Division's estimate attached. <br />Response: TC has reviewed and accepts the Division's bond reclamation cost calculations as a <br />reasonable estimate of anticipated reclamation costs for the proposed borehole and associated surface <br />disturbance. <br />
