The <br />inspection was completed by Tabetha Lynch with the Colorado Division of Reclamation, Mining and Safety. <br />Graham Roberts with Trapper Mine was present during the inspection. It was cloudy with wind in the afternoon. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The mine records were checked at the mine office. See end of the report for details. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The Operator is concurrently backfilling behind the mining operations. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />Horse Gulch Fill appeared stable. No slumps in fill were observed. <br />EXPLOSIVES — Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />A parting shot was conducted east of the Molly Brown dragline at approximately 3pm on September 15, 2015. <br />The appropriate radio warning communications were announced as well as the warning sirens. <br />The latest available blast record was for a blast conducted on September 9, 2015, record number LD05CQ. The <br />record appears to be in order. Compliance and the maximum weight of explosives used per 8 millisecond period <br />was below the required threshold. The nearest building was Coy house at 7667.8 ft.
