PERMIT #: M-2015-030 <br />INSPECTOR'S INITIALS: ECS <br />INSPECTION DATE: September 16, 2015 <br />OBSERVATIONS <br />This was a pre -operational inspection conducted by Eric Scott of DRMS. DRMS met with Rob Laird of Asphalt Specialties <br />Co., Inc., at the site at approximately 0930. The site entrance is located on the NW corner of the intersection of HWY 85 <br />and County Rd 8 in Weld County, and the required notice was posted and visible. <br />The permit area lies between the eastern bank of the South Platte River and HWY 85, is relatively level, and is located in <br />the flood plain of the river. There is a small partly wooded property not owned by the applicant located immediately <br />adjacent to a portion of the river that will serve as a buffer between the pit and river during operations. The permit <br />boundary on the north and south ends of the western permit boundary will need to be clearly marked. The southern <br />boundary of the site parallels the property line and County Road 8. The northern boundary of the mine site is parallel to <br />the northern property line. The eastern boundary of the site runs parallel to State HWY 85. There is another very large <br />(approx. 320 acre) sand and gravel mine currently in operation on the east side of Hwy 85 directly across the from the <br />Chavers Property. <br />The area to be mined was previously being used as pasture, but it was very over -grazed and the vegetation is in poor <br />condition, although it was noted that it was also relatively free of noxious weeds. Asphalt Specialties applied for a <br />permit in 2008 for this property, however the application was withdrawn prior to permit approval. It does not appear <br />that any significant changes have occurred to the property or surrounding area since that time. <br />The existing structures on-site are now owned by Asphalt Specialties Co and will be removed from the site when <br />required by their operation.
